The fringed table-cloth is striking. The main fabric is presumably silk, since it is transparent. The chrysanthemum is a symbol of Japanese royalty [ see en.wikipedia.org/wiki/Chrysanthemum_Throne ] He's on a dais and wearing a military uniform, but the table-cloth doesn't fit with a military occasion.
