The lady in the hat and dress crossing the street, as well as the already noted lack of cars, suggests very close to the start of the date range to me.

Wood-Milne rubber heels (available at The Boot-Repairing House)
On Life's High Road! To have a bouyant, airy, easy, step - to have the roughest paths feel soft and yielding to the foot - to win freedom from fatigue - is this not worth a pair of WOOD MILNE RUBBER HEELS

This is looking down Charlotte St. at the junction of Harcourt Rd. This is an interesting photo in that we see a Dublin street that doesn't exist any more. Charlotte Street....If you click between Historic and Street Map on the OSI survey you'll see where it was. maps.osi.ie/publicviewer/#V2,715627,732822,12,9 I'd guess date to be around 1910.

    Z 1 to Z 9999 (Mar 1927 – Sep 1938); YI 1 to YI 9999 (Apr 1921 – Mar 1927); So well after Mar 1927 given Z 4229

1931 has a Monday 13th July as has 1936 and 1942 next one is 1953 so one of the previous 3 I think. Also 1931 is too early for the Z 4229 reg so take your pick between 1936 and 1942 I pick 1936 as if it was 1942 there would be less cars and some signs of the "Emergency"
