I may be wrong, but it seems that the top foto has been printed with the negative the wrong way round. Looking from the harbour/front of Table Mountain, the "steps" that you see here on the left/end of the mountain, are actually on the right side (the cable station is now on the top of it), and on the side of Lion's Mountain, i.e. the right of Table Mountain.
