The 1976 annual report suggests this might be one of 150 NASA Space Shuttle solid rocket motor cases. I don't know which plant this photo shows.

Comments welcomed. The white stuff looks like tacky mat used to pull all the dirt off your shoe soles in areas with contamination standards — like semiconductor plants. But I think it's something to do with leveling the assembly fixtures. They're doing something to shim the floor out so the assembly fixtures are perfectly level. There are some photos showing 5-gallon plastic buckets of whatever material is used.
Modern manufacturing sites often get epoxy paint or some kind of concrete sealant. This floor doesn't look like it has gotten either.
