    Benjamin Franklin as sculpted by Paul Bartlett in 1921 for the town of Waterbury, CT. It was transported from Baltimore to Waterbury in April of that year with many stops and ceremonies along the way. The statue finally made it to Waterbury in May, 1921 and remains there today

The Washington DC Evening Star. May 18, 1921, Page 2, bottom of column 1 chroniclingamerica.loc.gov/lccn/sn83045462/1921-05-18/ed-... indicates that the statue arrived in Waterbury on May 18, 1921. So this photo was likely taken between those dates.
