This looks like a "bathing machine". The Victorian devices permitted individual to change into bathing attire and then enter the water without stepping on the beach or being observed.

I was once in St. Sabastien, or San Sabastino. Beautiful--hills and ocean.

San Sebastian. From en.wikipedia.org/wiki/San_Sebasti%c3%a1n "The city was chosen by the Spanish monarchy to spend the summer following the French example of the near Biarritz. Subsequently the Spanish nobility and the diplomatic corps opened residences in the summer capital. As the "wave baths" at La Concha conflicted with shipbuilding activity, shipyards relocate to Pasaia, a near bay formerly part of San Sebastian."

King Alphonso and his English bride, Ena Victoria (neice of Edward VII) were nearly killed on their wedding day on 31st May 1906 in Madrid when a bomb was thrown at their carriage. The princess's dress was stained with blood of the victims. So they nearly never got to use this Royal bathing machine!
