There is a fair amount of articles in Trove about the Sly brothers and their boat, which must have been the first surf rescue rowboat, like the ones which still race but rarely rescue anyone.

beachcomber australia It seems that the Sly brothers were appointed by Manly Council in 1903 (as John said - shortly after daylight bathing was allowed there). So I guess the image could be anytime after that. I agree with John that it is probably a year or two after these activities started and began to gain some notoriety.
