What you see here is called a "control head", the means by which the driver operates the actual radio, which is located in the trunk of the car. One of my first 1973 assignments for Broward County Communications ( since merged into 911, a long time ago ) was to inventory these units and match up the radios and control heads, in a county warehouse. These are VHF units, far bigger and more clumsy than the UHF units that replaced them. The ones I was assigned to inventory were ex-law enforcement radios, being passed down to non-emergency county service agencies. Police were all moving into UHF radios, manufactured by Motorola, in Plantation, FL.
