This photo must be about that time because the southern half of the Lands Department Building (completed 1891) is under construction. Strange that there are not more people around - apart from the person on the balcony, the hotel looks shut. I would imagine that there would be staff / porters standing outside to welcome guests and carriages. Maybe the photo is full of ghosts!
