As per the placard, this is appears to be a re-purposing of the Convair VSX (S-3) proposal mock-up as a nominal Space Shuttle cockpit. Here are other photos of Convair VSX proposal mock-up in the SDASM's photostream for comparison:

This is the Convair Model 21 VSX proposal, not the Model 29, which was a lightweight attack (LWA) aircraft proposal. Lockheed would ultimately be awarded the VSX contract, with their proposal which would become the S-3 Viking.
