Looks like it might be Windham Henry Wyndham-Quin, sometime between 1901 when he was made an Honorary Colonel, and 1926, when he became 5th Earl of Dunraven and Mount-Earl.

The boat is the Ovoca built in 1908 in Arklow, later fishing out of Balbriggan.

The Coastguard station in the photo wasn't there when the 25" Ordnance Survey map was created, so that may provide some dating evidence. The NIAH suggest it was built circa 1910, so this photo must be later. www.buildingsofireland.ie/niah/search.jsp?type=record&...
